The Vision Fitness T9600 is the top of the line of their noncommercial models. When I was talking to the salesperson of a local fitness equipment store, he was particularly favorable of this model.
He mentioned the service record on the T9600 was excellent. Any issues were very minor and simple to repair. At this price range you would expect nothing less.
As with the other Vision Fitness treadmill reviews, the T9600 offers three different versions, the Simple, Deluxe and Premier. The Simple offers no-frills electronics and programming. In fact, there are no programs included. You only get speed and incline control. I personally do not use programs when I work out on a treadmill, however, they do offer benefits. Having a variety of challenges can increase your motivation in achieving your fitness goals.
The Deluxe and Premier models include a series of workout programs and wireless heart rate control - both contact and telemetric. There are those that swear letting your heart determine your rate of exertion is the optimum way to get in shape and burn calories.

Vision Fitness T9600 Treadmill Features.
60" x 20" Long Treadbelt - The added length is ideal for running and taller individuals.
3.0 Continuous Duty HP Motor - This motor will handle runners easily. It comes with an internal fan, which keep the motor running cooler.
Orthopedic Cushioned Belt - Gives added cushioning for reduced impact. There are those that suggest orthopedic belts on a treadmill cause additional strain and potentially will wear out parts. I have never heard of problems from these belts. However, I can't say I noticed a great deal of difference in the cushioning.
1" Reversible Deck - The thickness reduces chances of cracking. Being reversible, it extends the life of the deck.
300 lbs. Unit Weight - Equivalent to the weight of some commercial models. The heavy weight makes the T9600 very stable, but don't plan on moving this treadmill around.
Warranty - Lifetime motor, 5-years parts and 1-year labor. About average for this price range.
Our Review - Vision Fitness T9600
The T9600 is a reliable and durable machine with a good service record. Part of the reason is they use quality components. This treadmill will handle serious runners, or multiple users. Overall, this is not a bad value for the price.
You'll find Vision Fitness treadmills sold primarily through fitness equipment specialty stores. The benefits from buying from a specialty store are you get professional advice and service in comparison to purchasing at a Dick's or Sports Authority. You probably will pay a bit more, but often the prices are negotiable.
Other models to consider in this price range are the PaceMaster Platinum Pro and the Life Fitness T3.
